Arthur is a co-founder and the Chief Financial Officer of Beyond Residential Care (BRC), a MaineCare licensed provider of section 21, 65, and 17 services in the state of Maine.

As Chief Financial of BRC, Arthur oversees the BRC's development and financial resources management that includes billing MaineCare insurance, management of all accounts payables, leading financial planning, coordinating accounting services, advising the senior management on when and where to open new service locations, administering the enrolment of new service locations into MaineCare systems, co-administering of payroll of all BRC employees, both internal and external financial reporting, and coordination of tax filings with the company CPA.

Prior to co-founding BRC in 2021, Arthur was a Loan and Investment Officer at Coast Enterprise Inc.- Maine. Previously, he had worked as Executive Director at the Intercultural Community Center (ICC-Maine and Cooperative Housing Specialist Cooperative Development Institute (CDI). Arthur spent over 7 years at the United Nations Capital Development Fund (UNCDF) and the Ministry of Finance in Rwanda as a financial Inclusion advisor.

He holds a college degree in Business Administration-Finance from the National University of Rwanda and a master’s degree in international development economics from Catholic University Louvain (Belgium). Arthur also holds a Mental Health Support Specialist (MHSS- certificate) and Adult First-Aid/ CPR AED. Arthur served on numerous community boards of directors, including The Immigrant Welcome Center, The Rwanda Community Association of Maine, and The Avesta Housing Corporation.

Arthur is passionate about inclusive growth, a better life here and after, and the family and community ecosystem. Outside work, he spends his time with family, exercising, reading about neoclassical economic theories, financial market dynamics, Christianity in business, meeting friends, and listening to gospel music.
